She has 15 years of experience in key affected populations HIV interventions, with senior management experience in a National AIDS NGO and a Regional International NGO. She holds a Masters in Medical Science (Public Health) with Distinction from University Malaya and a Bachelor’s degree of Commerce in Accountancy from the University of Canberra, Australia. She was the Head of Secretariat for MERCY Malaysia, an international relief organization based in Malaysia working in 14 countries in Asia and Africa. Prior to that she was heading the Special Project Division at the Malaysian AIDS Council, a national coordinating agency of more than 40 civil society organizations working on HIV/AIDS on programmes targeting key affected populations. She was also a member of the Malaysian Ministry of Health Technical Review Panel.
Mona provides a wide range of technical assistance to civil society organisations, national governments, development agencies and international funders in several regions, particularly Asia. She is an experienced facilitator in Community System Strengthening, Capacity Development, Governance, Strategic Planning and Proposal Development. At the regional level, she has had extensive experience in establishing and maintaining constructive partnerships between government and civil society in the response to HIV.
She has been trained to in conduct Global Fund Country Coordination Mechanism (CCM) Strengthening and Grant Dashboard management by Grant Management Solutions (GMS), Health Systems Strengthening and HIV/AIDS Capacity Development Programme by the Royal Tropical Institute (KIT), Netherlands and National Gender and HIV assessments by UNAIDS and WHO. Having both financial management and public health expertise allows her to provide a holistic approach to technical assistance as she is also able to evaluate financial management systems and accountability systems for complex programmes. Mona is currently based in Kuala Lumpur, Malaysia.
