Siradj Okta, S.H., LL.M.,Ph.D.,CLA., CCD

He is a Fulbright Scholar and legal academic with a focus on health law, sexual and reproductive health and rights (SRHR), and public policy. He holds a Ph.D. in Law from the University of Washington (Seattle). His doctoral research, Transnational Legal Process of Global Health Jurisprudence: HIV and the Law in Indonesia (2020), examined how global health norms are internalized into national legal systems, with particular attention to criminal law, health governance, bodily autonomy, and access to health services.

His research is grounded in rights-based and evidence-informed approaches to public health. He has conducted research on legal and policy barriers affecting reproductive health services and HIV prevention, including AIDS-Related Discrimination in Asia (AIDS Care, 2010), which documented discrimination in healthcare and public institutions and its implications for access to sexual and reproductive health services. His work on Forensic HIV: Criminalization as a Prerequisite in Indonesia’s AIDS Policy (2014) analyzed the impact of criminalization on stigma, gender inequality, and reproductive autonomy. He has also examined state obligations to fulfil the right to health and access to essential medicines (Indonesia’s Response to HIV/AIDS, 2012), as well as the effects of emergency health regulations on maternal and reproductive healthcare during public health crises (Numbers Don’t Lie: COVID-19 Legal Trends in ASEAN, 2021).

Siradj is currently a faculty member at the Faculty of Law, Atma Jaya Catholic University of Indonesia, and serves on the University Research Ethics Committee, contributing to ethical oversight of health and social science research, including studies related to reproductive health, HIV, and vulnerable populations.

Alongside his academic work, he is the Founder and Managing Partner of Divisio Legal Design, a legal consultancy focusing on health law and regulatory compliance. He has worked with UN agencies, international donors, and civil society organizations on research-informed policy initiatives and national HIV programme reviews, contributing legal and policy analysis relevant to reproductive health, maternal health, and broader population and development agendas.
